Serriously, shouldn't someone be doing something about this?

My mom thinks that this photo is adorable. I believe that this should be used as evidence in congressional hearings on why parents should have to take some sort of test before they are allowed to take home babies.

Here is a picture of all of the people who witnessed this abuse and did nothing to stop it.
